Do I require a On Construction Energy Performance Certificate?

If you are selling a building before it has been built, you will need to provide the prospective owner a full EPC and recommendation report.

As part of the Energy Performance of Buildings Directive (EPBD), October 2008 signals the beginning of the legal requirement to have in your possession an Energy Performance Certificate for on construction dwellings. Ember Energy NI is a provider of the inspection and certification services for the energy performance rating of On Construction buildings.
The certificate will provide the energy rating of the building from A – G, where A is the most efficient. The energy rating is based on the characteristics of the building itself and its services (such as heating and lighting). The certificate is accompanied by a report which includes cost-effective recommendations to improve the energy ratings. For each improvement indicative paybacks are listed.
An On Construction EPC is valid for 10 years. The addition of an extension or a change in the main heating system would trigger the need for a new EPC.
Developers are responsible for ensuring that an Energy Performance Certificate is made available.

All On Construction buildings

   New Dwellings.

   New Commercial Buildings.

EPC are not required on construction for:

   Places of worship.

   Temporary buildings with a planned use time of less than two years.

   Stand alone buildings with a total useful floor area of less than 50m2.

   Agricultural building with a low energy demand.

The cost will vary according to factors including size, availability of drawings, complexity and number of buildings.

Generally On Construction EPC costs are as follows:

   Private Builder – One of House – £150

   Housing Developments – Each House – £80
